Education Quality in Rural Areas

It is a public secret that many state teachers avoid to be deployed to rural areas when they had been selected as permanent teachers in certain districts.
They tend to find various alibi for this. Some of them say that their husbands or wives work in the city, while some others defend on their own side that teaching in cities, out of remote areas, is more effective and challenging. Those are few reasons that affect the education quality for students who study in rural areas as well as teaching learning process done by teachers there. For example, based on the observation in District X, there are three causes of poor education quality in rural areas: the availability of qualified teachers, students’ awareness for better education, and local government’s policy on education.

The first cause of poor education quality in rural areas is qualified teachers’ availability. Most teachers prefer teaching in cities to teaching in rural areas. Everybody can imagine when this happens, it will automatically lead to the deficit of teachers teaching in rural areas. The fact shows that most qualified teachers are deployed to cities. On other hand, the obstacles found in rural areas are bigger than those of cities. The effect will present in remote area schools. Only are few students in remote areas who can be categorized as qualified students. Moreover, the teachers must work hard for this inasmuch as their quantity is not adequate.

Another cause is students’ awareness for better education. Most students, in fact not all, in remote areas are not aware about the importance of education for them. Even some of them go to schools because they are forced by their parents to do so. Other students do not attend to the classrooms despite coming to the schools and choose to go away from them playing and chatting with their friends while teachers are teaching in the classrooms. Teachers who are responsible for students’ behavior, counseling teachers, often find many students to give advice for. Most parents do not control and persuade their children at homes about the importance of education. The effects can be seen on teaching learning process; students’ attendance sometimes is only a half, the classroom is often silent, and student quality cannot be guaranteed.

The final cause is local government’s policy on education. Many policies regulated by the local government do not focus on education quality. It focuses much more on infrastructures rather than the empowerment of human resources on education. There are a lot of projects on building the schools, while the project on improving qualities, skills and knowledge of teachers is very rare. The effects of this can easily be seen on teachers’ lack motivation to pursue their advance study. Some teachers teach their students poorly. Some others only give materials for their students to write. Everybody can imagine that it can be worse than expected.

In conclusion, those three mentioned causes – the availability of qualified teachers, students’ awareness for better education, and local government’s policy on education – lead to poor education quality in District X, and it could be found in other rural areas, which impact on the teaching-learning process. Yet, there are ways to cope with these problems as long as all parties involved in education can work together and function as they should to be.
